CITY COUNCIL OF THE CITY OF BUSHNELL, ILLINOIS
COUNTY OF MCDONOUGH, ILLINOIS, HELD IN SAID CITY
MONDAY, APRIL 2, 2012 AT 5:30 PM

The Pledge of Allegiance to the Flag was given.

Mayor Steve Russell called the meeting to order. Roll was called with the following officers and members present:

The minutes of a regular meeting held March 19, 2012 were presented for approval. Ald. Taflinger made a motion to approve the minutes. Ald. Crawford seconded the motion. A roll call vote was taken and the results of that vote are as follows:

Where upon Mayor Russell declared the motion carried.

Ald. Howell made a motion to approve the February 2012 Financial Report. Ald. McDonald seconded the motion. A roll call vote was taken and the results of that vote are as follows:

Ald. Lorton arrived at 5:38 p.m.

Ald. Merrick made a motion to adopt 1st reading for the 2012 "“ 2013 budgets and it was seconded by Ald. Howell. A roll call vote was taken and the results of that vote are as follows:

Cherish McEwen with the McDonough County 4-H told the council she is planning a 5-K Memorial run/walk fundraiser on May 26th and she asked permission to use washable paint on the streets for the routes participates will be taking. She is also working with Chief Hilliard who will escort them on their route. Ald. Howell made a motion to allow the streets to be painted for this fundraiser and Ald. Crawford seconded the motion. A roll call vote was taken and the results of that vote are as follows:

Ald. Crawford reported that a grease fire at the recreation center caused approximately $2000 worth of damage. He is waiting for the insurance quote and he will bring this issue back to the council for further discussion.

Ald. McDonald thanked David Raymond, Supervisor of Streets, for trimming the trees at the Recreation Center. The next parks/rec meeting is April 10, 2012, at 4:15 p.m. at the Recreation Center.

Ald. Brown made a motion to pay ($3500) the city’s portion of the Preliminary Engineering Report for the sewer project and it was seconded by Ald. Norton. A roll call vote was taken and the results of that vote are as follows:

Ald. Howell made a motion to adopt a resolution for preventative maintenance for the streets and sidewalks not to exceed $210,000.00, which will be paid out of Motor Fuel Tax. Ald. Brown seconded the motion. A roll call vote was taken and the results of that vote are as follows:

Ald. Merrick reported that spring clean-up days are the 24th and 25th of April and no electronics or paint will be picked up on either of those days. They can be dumped at the city’s collection site.

Ald. Norton made a motion to accept and pay the bills and Ald. Howell seconded the motion. A roll call vote was taken and the results of the vote are as follows:

The Police Activity Report for March 2012 was submitted. The animal control report was attached. The next police committee meeting is Monday, April 9 2012, at 4:00 p.m. at the Municipal Complex.

Mayor Russell thanked Mary Brown, ESDA Coordinator, for her work in putting together the Safety Days Awareness annual event.

The next MAEDCO meeting is Tuesday April 10, 2012 at 7:30 a.m. in Macomb. Mayor Russell will be attending this meeting. The mayor will also attend the Enterprise Zone meeting on Thursday, April 26th at 4:00 p.m. in Macomb.

Ald. Crawford made a motion to approve BHMG Corp. to provide and install all necessary equipment for engines 3, 4, 5, 6 and 7 to come into compliance with the RICE NESHAP RULE at a cost of $641,675.00. This has to be completed by May 3, 2013. Ald. Merrick seconded the motion. A roll call vote was taken and the results of that vote are as follows:

Ald. Merrick made a motion to adjourn. Hearing no further objections, the Mayor declared the meeting closed.
